This ink is part of Noodler's V-Mail series, reminiscent of inks that would have been described as permanent ink from the 1940s. Here is a review of this particular ink which used a wide nib for writing: http://peninkcillin.blogspot.com/2011/07/noodlers-operation-overlord-orange-v.html. Overlord Orange is a fickle ink, but for these tests we do all sorts of inks. These samples were written with a Jinhao Shark pen with a fine nib.

Summary:
Best One-Sided Performer: A decreased drying time gives the Legal Pad the edge over the small Legal Pad for one-sided writing. Bleeding is still present but less than the scratchpad.
Best Two-Sided Performer: The Steno Pad gives the best performance, though orange ink on yellow paper isn't the greatest for readability.
Best Overall: Staples Copy Paper 20lb gives the best overall performance with this ink - as long as you kept to a fine nib. Larger nibs would create more bleeding problems and an extra fine would make this a frustratingly light ink.
The Post-It-Note test shows only ghosting but also requires a 10 second dry time. Coupled with the fact that orange ink on yellow text is nearly impossible to see clearly, this ink fails the Post-It-Note test.
TLDR [Drying Time, (B)leed, (G)host]: Legal Pad - 0, B, G; small Legal Pad - 5, G; Steno Pad - 5, Copy Paper 20lb - 0, G; Scratchpad - 0, B, G, p&G Notebook - 5, G.
